they do! on my corner in brooklyn. and i end up running through it late at night...coming home from a party or something. Its a huge waste of water, but it is a new york thing to do.

yes they do...
yep, here in Chicago all the inner city 'hoods blast the water on hot days....not really a waste since we are right on the lake and it just recycles back through the system into the lake again, only problem is if too many hydrants are on the water pressure gets a little low and impedes the firemen should they need a hook up.I have no idea where NYC gets it's water so there it might in fact be a waste.
